China Mobile's recent launch of a mobile phone package in Hong Kong has sparked widespread discussion on Weibo and WeChat. Many netizens have expressed envy, even calling it highly desirable. The package, called "3GLite," is priced at HK$68 (approximately 54 RMB) and includes 1700 minutes of local calls, 10,000 local text messages, and unlimited internet data. However, when compared to similar packages offered by China Mobile in mainland China, the difference becomes apparent.
In the mainland, a 58 RMB 3G plan provides only 350 minutes of local calls, 10 MB of data, and separate charges for text messages. This contrast has led some users to question why services in Hong Kong seem so much more generous. In response to these concerns, China Mobile officially addressed the tariff gap between Hong Kong and the mainland.
According to Hong Kong Mobile’s customer service representative, the "3GLite" package may look attractive at first glance, but there are several hidden conditions. The original price of the package is HK$128 per month, with additional fees such as the MTR, mobile phone service license, and administrative charges adding up to around 140 RMB. To get the discounted rate of 68 RMB, customers must sign a one-year contract and commit to not switching to other plans during that time.
Moreover, the package's benefits are limited to local usage. If users travel outside Hong Kong, they will be charged roaming fees, which can be significantly higher than the mainland’s international roaming rates. For example, Hong Kong's international roaming charges are often ten times more expensive than those in China.
The 10,000 text messages included in the package are also restricted to local network messages, meaning cross-network texts cost 0.6 HKD each. Experts suggest this might not be ideal for users who frequently send messages across different networks.
Another point of interest for mainland users is the "unlimited internet" offer. However, the maximum speed is only 384 KB/s, slightly faster than 2G. In comparison, China Mobile Hong Kong’s 3G speed reaches up to 42 MB/s—over 100 times faster. Additionally, the unlimited data is only available for mobile phones and cannot be used on tablets larger than 7 inches or shared with others.
Despite these limitations, the package is designed for users with low data needs and minimal travel out of Hong Kong. It serves as a promotional tool to attract more customers while China Mobile focuses on promoting its 4G services in the region.
Experts like Xiang Ligang explain that the confusion stems from information asymmetry. The Hong Kong package offers more incentives to local operators, while the mainland version is a standard plan. Although the prices appear similar, the actual service quality differs significantly.
It's worth noting that Hong Kong's mobile market is more competitive, which contributes to lower tariffs. This competition drives providers to offer better deals to attract customers.
