The third round of shale gas bidding, which had been stalled for a long time, has finally made some progress. According to a report from *Daily Economic News*, several provinces have proactively submitted their shale gas exploration blocks to the Ministry of Natural Resources, awaiting approval. After the first two rounds of bidding, the development of these blocks faced numerous challenges, and the lack of consensus among stakeholders may have contributed to the delay in the third round. Under the influence of multiple parties involved, the third round of shale gas bidding will no longer be managed solely by the central government but will be decentralized to local authorities. An expert close to the review process confirmed that although there is no official document yet, decentralization is expected to take place. This shift could allow provinces to tailor their bidding strategies according to local conditions, making the process more flexible and efficient. Experts emphasize that regardless of whether the bidding is centralized or decentralized, the key lies in offering high-quality shale gas blocks to attract investment and companies. The characteristics of the block will ultimately determine the success of the tendering process. The first two rounds of bidding did not lead to significant progress. The second round ended as early as late 2012, while the third round, initially rumored to begin in the second half of 2013, still lacks an official announcement. Recently, Hunan Province submitted five shale gas blocks to the Ministry of Natural Resources, signaling a potential new round of bidding. Guizhou Province also reported its own shale gas blocks, and many other provinces are following suit. However, the development of previous blocks has not gone smoothly. According to Wang Xiaokun, an analyst at Zhuo Chuang Information, many winning companies have struggled with technical and financial challenges. Only a few, like Sinopec’s Fuling project, have made notable progress. Most enterprises remain stuck in the exploration phase. Shale gas mining in China has seen limited success so far. Despite several progress reports organized by the Ministry of Natural Resources, the National Development and Reform Commission, and the National Energy Administration, only a handful of companies have made meaningful advancements. For example, Huaying Shanxi Energy Investment Co., Ltd., one of the private companies that won a block in the second round, is still in the early stages of exploration after 18 months. With the growing importance of shale gas, local governments are becoming more proactive. Shale gas is now considered a national strategic industry, and local authorities expect economic benefits from it. As a result, they are pushing for more active participation in the bidding process. The Ministry of Natural Resources is considering a new model for the third round, where the bidding process might be decentralized, allowing provinces to manage their own tenders. Although no formal documents have been issued, this shift is seen as highly likely. Some experts believe that the decentralization is a response to pressure from local governments, who want to capture more revenue from shale gas projects. If the gas is produced locally, part of the profits and taxes should stay in the region. Otherwise, local governments may be less inclined to support the development. Looking ahead, the quality of the blocks will be crucial. Experts suggest that the state may increase subsidies for early-stage exploration to encourage more companies to enter the market. However, increased funding must be carefully managed to avoid misuse or fraud. Companies like Sichuan Honghua Group, which have experience in oil and gas, have opted out of previous bids due to concerns over block quality and high costs. They emphasize that unless the blocks are promising, they are unlikely to invest heavily in shale gas development.
