How to assess emergency resources

The alarm requires a good system, from an audible alarm to a telephone system and an early automatic monitoring system. No matter what kind of alarm method is adopted, the team should evaluate the adequacy of the alarm system and its work (if necessary to install a new system). If possible malfunction or overload occurs, the main system should be provided with a backup system.

The communication equipment used in emergency is of vital importance. Emergency personnel should ensure that such communications equipment is available and can be used when normal communications equipment fails.

In large and medium-sized enterprises, the plan preparation team should formulate regulations on emergency command centers as early as possible, and all emergency operations should be directed at the emergency command center.

Existing resources, evaluated by manpower, equipment, and supply. This needs to determine the following:

(1) Medical service agencies, facilities, equipment and supplies:

1) How many ambulances are there?
2) How many doctors and nurses are there?
3) The location of local hospitals and other medical institutions?
4) How are their equipment?

(2) Monitoring system:

5) What kind of monitoring and inspection system is there?
6) Can these chemical laboratories perform hazardous substance analysis?
7) Is there a library or database for specialized technical reference materials?

(3) Weather Station:
1) How many weather stations (especially wind direction) are there?
2) Where are they located?

(4) Transportation System:
1) How many trucks and other transportation equipment are there to transport and supply in an emergency?
2) How many vehicles can be used to transport and evacuate people?

(4) Security and access control equipment:
1) Is there sufficient police force to control traffic and evacuation enforcement?
2) Is there sufficient access to controlled equipment (e.g., roadblocks) to control traffic in an emergency?

(6) Social service agencies, facilities and equipment:
1) How many facilities are there for receiving evacuees?
2) How many houses, blankets and other equipment and facilities are there?

(7) Manpower:
1) How many full-time and part-time staff or volunteers can be mobilized in an emergency?
2) How is the training level?

(8) Notification and Communication Equipment:
1) What kind of communication equipment (telephone, dedicated telephone, radio and siren)?

(9) Personal protective equipment:
Where and what types of personal protective equipment (such as self-contained breathing apparatus, gas masks, anti-acid clothing)?

(10) Firefighting equipment and supplies:
1) What alternative source of water?
2) What kind and how many fire fighting equipments (for example, various portable fire extinguishers, foam tanks, fire extinguishing agents)?
3) What type of fire fighting equipment (fire truck, fire ladder, hydraulic crane)?
4) Is there a fire water system?

(11) Accident control and anti-pollution equipment and supplies:
1) What special tools and equipment are there and where?
2) How many earth-moving equipment?
3) What types of anti-pollution equipment and agents (for example, neutralizers) are available?

In emergency situations, there are many types of equipment required for protection or rescue operations. The following are the most commonly used types:

(1) Personal protective equipment;
(2) Medical equipment;
(3) Meteorological equipment;
(4) Backup and power equipment for production and lighting;
(5) Special hazards for special tools and facilities;
(6) Detection equipment for toxic substances;
(7) Software and hardware for predicting the spread of toxic chemicals;
(8) Traffic equipment, training equipment, etc.
