The domestic pesticide industry determines the main three cards

The irrational structure, weak ability to innovate, and low level of environmental protection are increasingly constraining the healthy development of the pesticide industry. To this end, it is necessary to increase mergers and reorganizations of enterprises, advance the construction of pesticide technological innovation systems, and step up the implementation of responsible care, and become the main direction of the pesticide industry during the “12th Five-Year Plan” period. This is the information that the reporter learned at the 11th National Pesticide Exchange Conference held on October 19.

Since the beginning of this year, the structural adjustment of the pesticide industry has made new progress. The sales of biological pesticides have reached nearly one-tenth of the total sales of the industry, and the growth rate is also higher than that of chemical pesticides; the registration rate of highly toxic pesticides has been reduced to less than 2%. Pesticide companies have increased their awareness of innovation. There are 10 new active ingredients in the products approved by the Ministry of Agriculture this year, involving 14 new products. However, in general, the current pesticide industry still has the contradictions and problems of long-term accumulation such as low industrial concentration, backward product structure, weak self-innovation capacity, and heavy pollution control tasks, especially in the context of rising raw material prices and increasing production costs. Next, the pesticide industry further supports the severe challenges faced by modern agricultural development.

Li Yongwu, president of the China Petroleum and Chemical Industry Federation, said that in the face of challenges, the pesticide industry should accelerate its transformation and upgrading. The first is to further adjust the industrial structure and improve the core competitiveness of the industry. Through mergers and acquisitions, etc., it will promote the establishment of large-scale pesticide companies or enterprise groups with international competitiveness; accelerate the development of specialized parks and form industrial clusters with regional advantages. We will gradually phase out high-toxicity and high-risk pesticides, limit new production capacity of overcapacity varieties, and focus on the development of new varieties and new formulations of pesticides that are highly efficient, safe, economical, and environmentally friendly, and promote the development and production of biological pesticides. The second is to break through a number of core technologies and improve the company's ability to independently innovate. We will focus on promoting the construction of innovation systems for pesticides in production, education, and research. The third is to vigorously promote responsible care, guide enterprises to develop a recycling economy, and encourage cleaner production.

Song Xianzhu, Deputy Director of the Department of Raw Materials Industry of the Ministry of Industry and Information Technology, stated that the Ministry of Industry and Information Technology is currently working on the three major bottlenecks facing the pesticide industry, including actively promoting mergers and acquisitions, accelerating the elimination of outdated production capacity, encouraging the development of biological pesticides, and accelerating Park layout, implementation of pesticide brand strategy.

According to reports, the “12th Five-Year Development Plan for Pesticide Industry” formulated by the Ministry of Industry and Information Technology will be issued soon. By 2015, it is expected that the number of pesticide drug manufacturers will be reduced by 30%, and the output of the top 20 pesticide production enterprises will account for More than 50% of the total output, to cultivate 2 to 3 large enterprise groups with annual sales of more than 10 billion yuan and international competitiveness.
