China’s photovoltaic industry is experiencing rapid growth, but it still faces significant challenges in terms of policy and technological innovation. According to Cui Rongqiang, Director of the Solar Energy Research Institute at Shanghai Jiao Tong University, China needs to enhance its policy framework and bridge the gap with global leaders in this field. To achieve sustainable progress, several key steps need to be taken.
Firstly, China should develop comprehensive medium- and long-term strategies to boost the photovoltaic application market and foster the growth of the industry. Policies should clearly outline specific targets for renewable energy procurement, including the percentage of electricity that must come from solar sources. These regulations should also specify priority applications such as rural electrification and urban infrastructure projects.
Secondly, encouraging residential participation in solar energy initiatives is crucial. By learning from international best practices, China could implement a robust "Solar Roof Program," integrating photovoltaic systems into homes across the country. This initiative would help solidify solar power's role within the broader national energy mix.
Thirdly, financial incentives are essential for accelerating adoption. Establishing dedicated support funds and offering tax breaks or fee reductions can significantly reduce barriers to entry for both businesses and consumers. For instance, by subsidizing photovoltaic installations in low-income regions, governments could make these technologies more accessible while simultaneously creating new economic opportunities. Additionally, providing subsidies for corporate investments in solar farms would further drive down costs and increase capacity.
Fourthly, it is important to enforce stricter standards requiring all newly constructed buildings—especially those located in economically prosperous areas—to incorporate photovoltaic elements into their design. Public facilities like schools, hospitals, and government buildings should lead by example by mandating the use of solar panels wherever feasible.
Fifthly, strengthening the upstream segment of the supply chain is vital for reducing production expenses associated with photovoltaic modules. Investing in research aimed at lowering the cost of high-purity silicon raw materials will not only benefit manufacturers but also enable faster deployment of grid-connected solar projects nationwide.
