In 2025, Luoyang City will implement a comprehensive surveillance system across all construction sites, installing what is known as "electronic eyes" to enhance safety and oversight. These monitoring systems will be integrated into the city’s centralized network, ensuring real-time tracking of construction activities and improving safety management.
All construction sites will be equipped with remote video surveillance systems, including a special "black box" for tower cranes. This initiative requires every site to install at least four cameras: one on the highest tower crane, one at each gate entrance, one for the safety elevator, and one covering material storage and processing areas. For larger or more complex sites, additional cameras will be added to ensure full coverage.
The tower crane cameras not only monitor operations but also provide early warning and alarm functions. According to officials from the city's Construction Safety Supervision Station, over 80% of tower crane accidents are caused by overload or overspeed. The new system allows operators to see key metrics like weight, torque, and radius in real time, reducing the risk of errors. If a mistake occurs, the system can trigger an alarm or automatically cut power to prevent incidents.
By the end of June, all urban construction sites will have the system in place. Starting January 1st, all new construction projects must install both the remote video surveillance and tower crane safety monitoring systems. By March 31st, equipment will be installed on tower cranes with a lifting capacity exceeding 60 kN. By June, the system will cover all ongoing construction projects within the city.
Once completed, the monitoring system will be gradually rolled out to all counties and districts. Installation will begin in June, with all units fully operational by the end of September.
The city has established three ways to monitor construction sites in real time. With over 1,658 ongoing housing projects and a total area of nearly 28.5 million square meters, the city is setting up a unified monitoring platform. This system enables monitoring through:
1. On-site monitoring rooms where real-time data and video are displayed and stored for future access.
2. A centralized platform that allows city authorities to view live footage from all sites remotely.
3. Mobile access via smartphones, enabling real-time viewing of construction sites from anywhere, using 3G or internet connections.
This advanced system aims to improve transparency, efficiency, and safety across all construction activities in Luoyang.
