Luoyang City site will install "electronic eye"

In 2025, Luoyang City will begin deploying "electronic eyes" across all construction sites, marking a major step toward enhancing safety and supervision in the construction sector. These advanced monitoring systems will be integrated into a city-wide network, enabling real-time tracking and management of construction activities. This initiative aims to improve transparency, reduce accidents, and ensure compliance with safety regulations. Every construction site will now be equipped with remote video surveillance systems, including a special "black box" system for tower cranes. The system includes high-resolution cameras placed strategically around each site—on the tallest tower crane, at gate entrances, near the construction elevator’s access points, and in material storage areas. For larger or more complex projects, additional cameras will be installed to ensure full coverage of the site. The tower crane "black box" is particularly important, as it not only monitors but also provides early warnings. According to officials from the city’s Construction Safety Supervision and Management Station, over 80% of crane-related accidents are caused by overloading or improper operation. With this new system, operators can clearly see key parameters such as weight, torque, and boom length. If an operator makes a mistake, the system will immediately trigger an alarm or even shut down the equipment to prevent potential disasters. By the end of June, all urban construction sites must have the monitoring systems in place. Starting January 1, any new construction project must install both the remote video surveillance and the tower crane safety monitoring systems. By March 31, all tower cranes with a lifting capacity of more than 60 kN in urban areas will be equipped with these systems. By June, the monitoring network will cover all unfinished projects within the city limits. Once completed, the monitoring systems will be gradually rolled out to all counties and districts. Installation will begin in June, with full completion expected by the end of September. This ensures that every construction site, regardless of location, is under constant watch. To enable real-time monitoring, the city has set up three different methods. First, each site will have a dedicated monitoring room where staff can view live feeds and access historical data. Second, the city’s unified monitoring platform will collect and transmit video data from all sites to a central control center, allowing officials to monitor everything remotely. Third, the system supports mobile access, so users can check live footage from their smartphones via a secure web platform, making it possible to monitor construction sites anytime and anywhere. Currently, there are 1,658 active housing construction projects in Luoyang, covering about 28.5 million square meters. With the new monitoring system in place, the city is taking a significant step forward in ensuring construction safety, improving oversight, and setting a new standard for smart and secure infrastructure development.
