Before 2003, Guangdong's photovoltaic industry was leading domestically. China's solar lighting industry originated in Guangdong. In the following years, Guangdong's solar energy industry stagnated, and the company's production lines gradually migrated to other provinces. Shen Hui said that this and the government departments and entrepreneurs did not fully understand the importance and value of the photovoltaic industry. "There are even information that Guangdong's solar energy resources are poor and have no use value. In fact, Guangdong's solar energy resources are also relatively abundant." With sufficient rain, solar cell components can be washed regularly, but the use of the solar cell module will be better than some northern provinces where solar energy resources are relatively abundant."

The top-level design must optimize Shen Hui's analysis. At present, the national government's top-level design for the development of the photovoltaic industry is in urgent need of further improvement. Photovoltaic energy cannot face the foreign market but ignore the domestic market. Guangdong should place photovoltaic development at the most important position in the development of strategic emerging industries. Grid companies can refer to Jiangsu and other provincial capitals and gradually introduce grid-connected photovoltaic power prices to promote the long-term development of the photovoltaic industry. In addition, we can research and introduce 100,000 or 1 million photovoltaic roof plans, focusing on villas, high-end residential and office space, and factory roofs, and gradually realize the goal of using 1% and 5% of electricity from photovoltaic power generation to promote the development of photovoltaic downstream application industries.
