In the article, Li Shubin, vice president of the China Association for the Utilization of Scrap Steel, highlighted at the 2013 China Iron Ore Conference—organized by MB (British Metals Herald) and China Minmetals Corporation—that China's scrap steel industry is experiencing a significant boom in resource recycling. He emphasized that the sector holds immense potential for growth and a promising future.
Li Shubin pointed out that in 2012, declining demand in the steel market led to widespread losses for companies, with steel prices continuing to fall. Additionally, after the full value-added tax was introduced in 2011, the price of scrap steel increased by 300 to 500 yuan per ton, which put pressure on companies using scrap steel. This, in turn, reduced the enthusiasm of steel mills for utilizing scrap to produce iron and steel. As a result, total scrap consumption in China fell for the first time in 11 years, with 84 million tons used in 2012—7 million tons less than in 2011.
Looking ahead, Li noted that the "Twelfth Five-Year" development plan has created substantial opportunities for the scrap steel industry. The "12th Five-Year Development Plan for the Iron and Steel Industry" emphasizes accelerating the establishment of a scrap steel recycling system that aligns with the needs of China’s steel industry. It calls for collaboration with domestic processing and distribution companies that meet environmental standards, focusing on building demonstration bases for scrap steel processing. The plan also aims to improve the industry chain, enhance processing technology, and develop better scrap steel products. Furthermore, it encourages research into policies to facilitate the import of scrap steel and promote overseas recycling and processing operations.
Over the past two years, the China Scrap Steel Application Association has focused on industrialization, productization, and regionalization in building an efficient scrap steel processing and distribution system. More than 40 companies have been established across 28 cities in 19 provinces, with annual processing capacity reaching 25 to 30 million tons—accounting for over 50% of the steel industry’s procurement of social scrap.
Looking forward, the association plans to build 100 scrap steel processing and distribution companies nationwide within the next five years, each with a capacity of 200,000 to 1 million tons. Through strategic planning, advanced equipment, and stable supply chains, the goal is to increase the country's scrap steel processing and distribution capacity from the current 25–30 million tons to 40–50 million tons. This expansion reflects a strong commitment to sustainable development and the long-term growth of the scrap steel industry in China.
