In recent years, the State Council released the National Sustainable Development Plan for Resource-Based Cities (2013–2020), commonly referred to as the "Plan." This document outlines key strategies aimed at improving people's livelihoods and addressing long-standing issues in cities that have historically relied on resource extraction. A major focus of the plan is on enhancing healthcare services for miners, particularly in the prevention and treatment of occupational diseases such as pneumoconiosis, chronic gastritis, and skin conditions.
Many resource-based cities in China continue to face significant challenges, including a lack of internal development momentum and extensive urban decay. Over 70 million square meters of slums require reconstruction, and approximately 140,000 hectares of submerged land need rehabilitation. Additionally, more than 600,000 miners are unemployed, and over 1.8 million residents rely on urban subsistence allowances.
To address these issues, the plan emphasizes the importance of improving basic medical services and emergency care in mining regions. It also sets specific targets for 2020, including per capita disposable income for urban residents exceeding 29,700 yuan, rural residents' net income surpassing 14,100 yuan, and an urban unemployment rate below 5%. The complete reconstruction of slum areas is also a key goal.
Another central theme of the plan is job creation. It encourages government investment in major projects and supports labor-intensive industries, service sectors, and small enterprises. Special attention is given to promoting entrepreneurship through financial incentives, training programs, and improved employment services. The plan also aims to develop vocational training centers and improve the quality of workforce skills across the country.
The plan highlights the urgent need to renovate urban slums, especially those in state-owned industrial and mining areas, as well as forested regions. Increased government funding, tax incentives, and land policies are being implemented to complete these projects by 2015. Infrastructure improvements, such as water supply, sewage systems, roads, schools, and hospitals, are also part of the initiative. Efforts are made to support relocated communities and ensure their social integration and economic stability.
Social insurance systems, including old-age, medical, unemployment, work injury, and maternity benefits, are being expanded to cover more people. Special measures are taken to assist former workers from bankrupt collective enterprises and those with historical injuries. The plan also addresses the social security needs of landless farmers and accelerates the development of social security facilities in mining areas.
Safety and environmental protection are emphasized, with strict regulations on safety standards in high-risk industries like coal mining, construction, and chemical production. Emergency response systems are strengthened, and efforts are made to prevent and control occupational hazards such as dust and toxic substances. Measures are also taken to enhance forest fire prevention and manage geological risks like landslides and subsidence.
Finally, the plan focuses on resolving social conflicts related to resource exploitation, land acquisition, corporate restructuring, and environmental pollution. It promotes better public communication and dispute resolution mechanisms to maintain social harmony and protect the rights of local residents.
